Will Google penalize for backlinks on non-indexed pages?

Have a client who has a bunch of links from spammy sites that aren't even indexed by Google. Will Google penalize (i.e. Penguin) for backlinks from spammy sites that aren't indexed?
I'm guessing "Yes, Google still crawls non-indexed sites and may penalize the sites linked to from the banned site." Anyone have any data or experience with this?
Anyone have a non-indexed or banned site? Does Google still crawl it?

I would think that Google does still crawl these sites (or have just blacklisted them). Therefore, they would still have a negative effect on your client's website.
I would recommend taking a look into Google's new disavow tool - you will be able remove the association with bad links.

The links were built by another SEO firm. I'm working on getting rid of them, was just wondering what others new about links on de-indexed sites.

No Idea as such but the thing is you have bunch of spammy links from low quality sites that you have built, it is better get rid of them. Since there is some possibilities that Google may have crawled those sites earlier and when then deindexed them finding them spammy, risk is always involved.

How to get rid of bad backlinks
So I noticed my rankings going down and spam score going up. So under my spam score there are over 100 links for different websites but ALL redirect to semalt.com I researched it and it says they hijacked a bunched of backlinks but don't know much more. How can I get rid of all those backlinks? I was told I could use the disavow tool but apparently that can hurt my ranking as well. The semalt.com site has no backlink to me - it looks like the pages that have/had my backlinks, they've redirected to them. In Google search console all of sudden a lot of backlinks have disappear at "Link To Your Site"
Hi after update in Google search console yesterday a lot of backlinks in "Link To Your Site" have disappear, before we had 43x domains now we have 12x domains linking to the site. I have checked the sites where we had link do-follow before and they are OK. Can you please tell me the reason what has gone wrong. Nofollow backlinks - are they worth it?
As we all attempt to get backlinks for the sites we manage, I have to wonder if it's worth it at all to get a nofollow backlink. Does Google give and positive credit for a link to a site if it is a nofollow link? Obviously, the follow links are worth pursuing. I'm just trying to gain some perspective. Thanks, Wick

Rankings Dropped After New Backlinks.
I have a low-traffic website (under 100 unique visitors per day) and I've encountered a strange issue started yesterday morning. I acquired three back-links, one of these back-links is contextual and the other two are site-wide. The site-wide back-links are from PA 40+ blogs. It looks like the back-links are already indexed by Google. Despite these new back-links, my rankings across multiple keywords have dropped several positions. I'm new to SEO, but I would assume new back-links would improve my rankings. None of these back-links are low quality links, they are from real established blogs with high domain and page authority values. Could anyone give me insights into why my rankings may have dropped with new back-links?

Top 20 sites for backlinking
My security jobs website was doing very well in Search engines until the penguin got hold of me. I don't profess to be at pro at SEO however seem to have a knack of getting sites to rank well. I think I made some basic mistakes with the original security jobs website, to many links to soon, so I have started again and will build up slowly the backlinks quality rather than quantity this time. My questions is what are the top 20 or so sites that are good to backlink from?

Hello all, We are using a tool called backlink booster that works in the following way: you view a page with a backlink to your site click on a boost link saved in favourites the link is pinged to rss directories and web 2.0 sites The idea is to get your links indexed faster.
