What does the "base href" meta tag do? For SEO and webdesign?

I have encounter the "base href" on one of my sites. The tag is on every page and always points to the home URL.

<base> allows you to set the default attributes for links on the page. For example if I set <base href="http://www.mydomain.com/"> then I can make a link to and it will point to http://www.mydomain.com/mypage.html

Homepage SEO optimization
Hello, I’m almost ready to lunch my new website https://thetravelhoop.com , I just need to create the content of the product page and put all the images. I would like to know what you think in terms of SEO of the home page (is the content that I want to rank the most). My doubt is that since it is a landing page, there is not a lot of text but mostly <h>. It’s not a styling decision of course (I know is bad practice) but mostly because they are supposed to be title/headings.</h> Do you think I’m doing something wrong, or do you have any suggestions? Product Descriptions (SEO)
So I would like a few opinions. How long should a product description be? Enough to get the point across? 100 words? 800 words? Over detailed? Any advice would be appreciated.

How unique should a meta description be?
I'm working on a large website (circa 25k pages) that presently just replicates each page title as a meta description. I'm thinking of doing a 'find and replace' in the database so I change: to where the preceeding and following text would be the same in each case eg Is this unique enough? Obviously the individual keyword would make it technically unique each time....and manually changing them would take the rest of my life 🙂

Disclaimer in footer - is it affecting my SEO?
For legal reasons I am required to include a 266 word disclaimer in the footer of every page of my credit card comparison site creditcards.com.au. My question is in 2 parts: is this indexable content likely to be hurting my SEO? if so, what is the best way to include the text in the footer but prevent search engines from indexing it? Thanks.

SEO for luxury brands!?
Hi all, It is widely known fact that you will be a bit in trouble if you will need to do SEO for luxury brand that is not willing to sacrifice design, layout etc. for SEO purposes. So basically - there is no content to optimize and there is almost no keywords to rank! 😉 Just wondering - how would be the best to approach such kind of terrible situation? Regards, Jungle

SEO value of "in the news" links on home page?
Notice more sites have an "in the News" section on the home page, or something similar like press releases... Apart from providing users fresh content, is there an SEO value to this? What is the explanation for this? Have a feeling the answer is obvious but just not too sure Thanks a lot.
