What does the "base href" meta tag do? For SEO and webdesign?

I have encounter the "base href" on one of my sites. The tag is on every page and always points to the home URL.

<base> allows you to set the default attributes for links on the page. For example if I set <base href="http://www.mydomain.com/"> then I can make a link to and it will point to http://www.mydomain.com/mypage.html

Category page canonical tag
I know this question has been asked a few times on here but I'm looking for very specific advice. Currently when you go to a category, say http://www.bronterose.co.uk/range.html, a canonical tag is added to the head of the page. There are plenty of "variant" pages which carry the same tag, for example: /range.html?p=2

/range.html?dir=asc&limit=all&order=price Is it wise to push the "link juice" for each of these variant pages to the top level page? Or should each variant page have its own unique canonical tag? Trying to SEO a site that used Header Tags for Design
I am trying to SEO a website that was built years ago and uses Header tags for design. The site must have 25 and tags used for design purpose. Is there any way to work around this problem? Perhaps a code that tells Google to ignore these as Headers? The web designers say that they are looking to fix the problem sometime this summer but you never know if that means it a month away or years away. I really want to help this website but I believe that the Header tags are one of the reasons that his site does not show in the top 100 rankings for any keywords. Does page "depth" matter
Would it have a negative effect on SEO to have a link from the home page to this page... http://www.website/com/page1deep/page2deep rather than to this page http://www.website/com/page1deep I'm hoping that made some sense. If not I'll try to clarify. Thanks, Mark

Best practice for Meta-Robots tag in categories and author pages?
For some of our site we use Wordpress, which we really like working with. The question I have is for the categories and authors pages (and similiar pages), i.e. the one looking: http://www.domain.com/authors/. Should you or should you not use follow, noindex for meta-robots? We have a lot of categories/tags/authors which generates a lot of pages. I'm a bit worried that google won't like this and leaning towards adding the follow, noindex. But the more I read about it, the more I see people disagree. What does the community of Seomoz think?

Any SEO effect(s) / impact of Meta No Cache?
