How to get rid of bad backlinks

So I noticed my rankings going down and spam score going up. So under my spam score there are over 100 links for different websites but ALL redirect to semalt.com I researched it and it says they hijacked a bunched of backlinks but don't know much more. How can I get rid of all those backlinks? I was told I could use the disavow tool but apparently that can hurt my ranking as well.
The semalt.com site has no backlink to me - it looks like the pages that have/had my backlinks, they've redirected to them.

You can always push down the negative content into a Search engine by reverse SEO so it becomes less visible.
After that try creating some genuine backlinks which will not have a negative impact later on. You can try using Postifluence to get high-quality websites for guest posting and build quality dofollow links. I use this tool for guest posting and it's really helping to rank.

English pages given preference over local language
We recently launched a new design of our website and for SEO purposes we decided to have our website both in English and in Dutch. However, when I look at the rankings in MOZ for many of our keywords, it seems the English pages are being preferred over the Dutch ones. That never used to be the case when we had our website in the old design. It mainly is for pages that have an English keyword attached to them, but even then the Dutch page would just rank. I'm trying to figure out why English pages are being preferred now and whether that could actually damage our rankings, as search engines would prefer copy in the local language. Does this count as a backlink to my category page?
I am ranking high with a certain category page and I am reading that I need backlinks to that page. It is going to be a challenge to get a backlink to that specific category page but how about this? Category page URL: www.mysite.com/category/name Backlink to this URL: www.mysite.com/category/name/specific-blog-post (EDIT: Apparently these types of links don't exist! I went into the category page and clicked on a blog post and it just gave me the www.mysite.com/blah-blah-blah) Will that count as a backlink to the category page? Right now I am only getting backlinks to these blog posts: www.mysite.com/this-is-a-blog-post Any help appreciated! EDIT: Well I guess now my question is worthless. But if you have any input, it would be appreciated.
